Does the Government Shutdown Affect FCSD3?

Due to a lapse in appropriations, the federal government entered a partial shutdown at midnight December 21, 2018. Congress has appropriated funding to some federal agencies for the fiscal year that began October 1, 2018, while other agencies had been operating on a series of Continuing Resolutions, which expired December 21, 2018. Congress must pass, and the President must sign, a new spending bill or agree to a Continuing Resolution for the government to fully reopen for business.

The U.S. Department of Education (USED) has been fully funded for Fiscal Year 2019, therefore, it is not impacted by the partial federal shutdown.

Appropriations for USED grant funds (Title Programs, Special Education, etc.) are not impacted. However, some federal agencies that provide funding for school-based programs and services currently are impacted by the partial federal shutdown, potentially impacting school districts in the near future.

The U.S. Department of Agriculture’s (USDA) Food and Nutrition Service (FNS) is shut down due to a lapse in appropriations. FNS has provided states with additional available funding to ensure Child Nutrition Programs continue without disruption and support program operations at normal levels well into the month of March.

Throughout the federal shutdown the South Carolina Department of Education Office of Finance continues to
process federal reimbursement claims and payments to school districts on the normal weekly schedule.
