FCSD3 Makes Administrative Appointments for 2019-2020

Florence County School District Three has announced five administrative appointments for the 2019-2020 school year. The board of trustees approved Superintendent Laura Hickson’s recommendations for the appointments in a called board meeting Wednesday.

Image of Kasey Feagin

Kasey Feagin has been named Chief Operations Officer. She has served as the district’s Senior Director of Curriculum, Instruction & Assessment since 2016. Prior to that, she was the district’s Director of Assessment and Accountability and Director of Virtual Learning and Assessment. She was principal of Lake City High School from 2007-2014.

Feagin is a graduate of Lake City High School. She earned a Bachelor of Science from Francis Marion University and a Master of Education degree in Educational Administration from the University of South Carolina. She currently is enrolled in the Educational Specialist in Educational Leadership program at Arkansas State University.

Image of Allana Prosser

Allana Prosser has been named Chief Academic Officer. She currently is the principal of Johnsonville Elementary School and as a mentor for FCSD3’s first-year principals. She served as principal of Scranton Elementary STEAM Academy from 2013-2018 as well as an assistant principal at Johnsonville Middle School and an administrative assistant and assistant principal at J.C. Lynch Elementary School. She was named 2013 Middle Level Assistant Principal of the Year by the South Carolina Association of School Administrators and the South Carolina Law Related Education Teacher of the Year by the South Carolina Bar. Prosser also is Nationally Board Certified.

She earned a Bachelor of Arts degree in English from Francis Marion University and a Master of Science degree in educational administration from the University of Scranton. She currently is enrolled in the Educational Specialist in Educational Leadership program at Arkansas State University.

Image of Mary Howard

Mary Howard has been named Director of Early Childhood and Elementary Education. She has served as principal of Lake City Early Childhood Center since 2014 and also has served as the district’s early childhood supervisor since 2018. She served as principal of Olanta Elementary in 2013 and as an assistant principal at Main Street Elementary and Scranton Elementary.

She earned a Bachelor of Science degree in Family and Consumer Science/Child Development from South Carolina State University as well as a Master of Education in Learning Disabilities from Francis Marion University, a Master of Science in Counseling and a Master of Education in Administration from Capella University.

Ned Blake has been named Director of Alternative School and Student Services. He currently serves as the district’s interim Director of Alternative School and also served as a special education administrator.
Blake served as principal of Lake City High from 2014-2018. He was principal of J. Paul Truluck Middle School from 2010-2014. He also was an assistant principal at Ronald E. McNair Middle School and J. Paul Truluck Middle.

Blake earned a Bachelor of Science degree in Elementary Education from Claflin College and a Master of Educational Administration degree from the University of South Carolina. He currently is enrolled in the Educational Specialist in Educational Leadership program at Arkansas State University.

Image of Dr. Fred Moore

Dr. Fred Moore has been named principal of Lake City Early College High School. Dr. Moore served as the district’s hearing officer in 2017-2019 before temporarily filling an assistant principal position at the high school. He was the Director of Special Services for Williamsburg County School District from 2015-2017 and also served as that district’s Director of Adult Education. He also has served as principal at Kingstree Senior High, North Charleston High, Hunter-Tyler-Kinard High and McCormick High.

He earned a Bachelor of Science degree in Criminal Justice from South Carolina State University, a Master of Education in Special Education from Francis Marion University and a Doctorate in Education from Capella University.
